城市交通拥堵治理中的几个悖论

Several Paradoxes in the Urban Traffic Administration

城市道路交通拥堵是当前我国城市发展过程中面临的严峻问题,而政府相关部门科学高效的交通管理对于有效缓解与治理城市道路交通拥堵起着巨大的作用。由于对交通拥堵自身特征、内在客观规律认识的不足,国内各大城市交通管理大多是"头痛医头脚痛医脚",效率低下,甚至出现恶性循环。文章在吸收与借鉴大量国外先进治堵经验与实践的基础上,从理论层面上针对交通管理中存在几个悖论展开深刻剖析,综合考虑交通系统特征、政府决策、居民出行感受和社会经济适应性等,为缓解交通拥堵提供有力的理论基础和依据,为交通管理部门制定和实施针对性的政策措施提供科学的理论指导,从系统论的高度上认识矫正与摒弃当前管理活动中存在的不合理现象。

the traffic congestion of the urban road is the serious problem in the process of our city development and the ef- ficient traffic administration from some related departments of the government makes a great effect on the remission and management of the traffic congestion. Due to the lack of knowledge about the characteristics and the inner objective law of the traffic congestion, most big cities＇ traffic administration in our country just solve the problem partially rather than erad- icate the problem thoroughly and sometimes even lead to a vicious spiral. Our study is on the basis of the absorption and reference to a large number of domestic and foreign advanced experience and practice for solving the traffic congestion. In allusion to the several paradoxes in the traffic administration , we have an analysis on them profoundly from the perspective of the theory, taking Traffic system features, the government decision, Residents Travel experience, Social economic adapt- ability and others into consideration. Therefore our study has an academic and practical value, providing a sound theoretical basis and ground for remitting traffic congestion and drafting pointed measures of Traffic Administration Departments. What＇s more, it does good to correct and abandon the Irrational Phenomenon in the current administration activities from the height of the system theory.
