黑龙江服务外包园区发展模式研究——基于中外典型园区的成功经验

The Development Pattern of Heilongjiang Service Outsourcing Park: Based on the Successful Experience of Typical Chinese and Foreign Parks

印度软件园已经成为世界服务外包产业的中心。印度政府在发包市场的选择、人才的教育和培养、政策支持、市场定位、开放力度等方面都付诸了很大的努力,并成功建立了印度软件园的品牌影响力。不同于印度软件园,苏州工业园的发展是以园区作为主导,政府采取政策进行配合,园区和政府的互动模式对于黑龙江省服务园区的发展也有很多启示。黑龙江省应通过积极发展本地服务外包企业、科学规划服务外包园区运营、加大政府对服务外包园区的支持力度等措施,打造适合黑龙江省服务外包园区的发展模式。

Indian Software Park has become the world center of service outsoureing industry. The Indian government made great efforts on the choice of the outsourcing market, personnel education and training, policy support, market positioning and opening up, and successful- ly extended the brand influence of the India Software Park. Unlike the Indian Software Park, Suzhou Industrial Park takes a leading role supported by governmental policies, an interactive pattern between the government and the park, which also gives enlightenment to the de- velopment of the Heilongjiang Service Park. To create a development pattern suitable for Heilongjiang Service Outsoureing Park, Hei- longjiang government should take measures to develop local service outsouroing enterprises, plan the operation of the park in a scientific way and increase the governmental support.
