摘要
因旅游地居民物欲驱使、心态失衡、地域歧视;旅游服务机构的责任意识、职业道德意识、服务意识不强或旅游开发商不健康的经营理念;旅游者旅游道德意识、安全意识和责任约束意识不强等是导致旅游犯罪的主观原因。旅游法规不够健全、管理制度不规范、旅游犯罪案件处理不得力和旅游相关利益者保护机制的缺失等旅游业保障机制不足;地理环境、气候或季节等自然环境因素;地域特征的不同显示不同的犯罪类型等是旅游犯罪的客观诱因。从旅游服务机构、旅游地居民和旅游者主观和旅游业保障机制等客观方面提出预防旅游犯罪的对策。
In the author＇s opinion,the subjective causes of tourism crime fall into the following categories： the money induced residents and their imbalance of state of mind,tourism organizations＇ irresponsibility,ill service awareness or tourism developers＇ ill operation,and tourists＇ immorality,insecurity awareness,etc.While the objective causes of tourism crime lie in the imperfection of tourism laws and regulations and rules,the badly treated crime cases,the inadequacy of the protecting mechanism related to tourism stake holders,the bad natural environment such as geographical conditions,climate or seasons,and the different types of crimes with different geographical features.In the end the author put forward some measures against tourism crime from the perspective of tourism organization,the residents in scenic spots,tourists and the tourism protecting mechanism.
