摘要
农村剩余劳动力向城市转移就业是我国工业化与城市化发展的必然趋势。当前我国农村剩余劳动力的突出问题是:规模庞大、教育文化水平低、劳动技能素质差等。阻碍农村剩余劳动力顺利转移就业的原因既包括宏观的制度性及社会性因素,也包括微观的农村剩余劳动力个体心理性因素等。充分发挥政府的主导作用,构建制度性保障机制,运用分类分层模式开发农村剩余劳动力资源是促进农村剩余劳动力资源顺利转移就业的重要措施。
With the development of urbanization and industrialization it is a natural tendency for rural surplus labors to work in the cities.However,there exist several obstacles which hinder their job opportunities,for example their low education level,poor labor skills,and its large size.This thesis,taking Shaanxi province as an example,puts forward that Classified Development Mode of Rural Redundant Labors should be carried out immediately and that the government should play a crucial role in the development process,based on a careful analysis on the institutional,social and physiologic factors present constraining the human resource development in Shaanxi province.
