柳州市城乡医疗紧急救援一体化技术研究的应用

Application of technical integration of urban and rural medical emergency rescue in Liuzhou

为探讨在现有市区“120”急救网络的基础上，在短时间内建立城乡医疗紧急救援一体化体系，2009年至2011年柳州市医疗急救指挥中心，通过建立县、乡（镇）基层医疗急救组织网络，配备先进医疗急救设备，应用3G、GPS、CTI、移动数据处理服务（视频技术）及相关信息系统研发，构造共享、互动式平台，同时探索和改进快速提高基层医疗急救队伍应对突发事件的应急救援能力的培训方法，建立柳州市城乡医疗紧急救援一体化体系；完成了《柳州市城乡医疗紧急救援一体化技术研究的应用》。通过近两年的研究，实现了在市、县、乡（镇）急救联动和资源共享，包括城乡居民健康档案系统与应急联动指挥系统对接后，居民健康档案信息在急救现场的即时调用；在救护车上安装的车载智能终端，采集和传输现场信息，为突发事件统一指挥调度、现场医疗提供技术支撑；系统的人员培训和完善的规章制度，给县、乡（镇）基层和事故现场急救工作提供有利的技术支持。研究得出结论为，通过有效的整合和开发，把现有的城市医疗救援体系延伸到县、乡（镇），将优质的城市医疗资源服务于边远地区民众及对边远地区突发事件，开展高效优质的生命救援是切实可行的。

To evaluate current urban ＂120＂ emergency network, build urban and rural medical emergency rescue integration application system. In between 2009 and 2011, Liuzhou emergency medical center set up the town/village base emergency network which was equipped with the latest emergency medical devices, applying 3G, GPS, CTI, mobile data service （Video）. Such a setup served as a sharing and interactive platform. Meanwhile, the center also explored and developed an emergency rescue capability training system, integrating the urban and rural medical emergency rescue resources for effectiveness. In the two-year research, it achieved the medical linkage between the two areas, allowing the data shared on this platform which included setup the linkage between resident health document management system and emergency medical control system, as well as applying residents ＇ health information in emergency scene. As it was equipped intelligent terminal on ambulance, the information was transferred to the site on a timely manner in order to help provide unified command, scheduling, and technical support. The integration allows extending the existing system out to some remote areas.
