我国能效标准标识制度多元主体治理研究

Research on Multiple Community Governance of China’s Energy Efficiency Standard and Label System

本文以利益相关者理论为视角,通过分析不同主体的利益诉求与利益冲突关系,提出从政府引导利益相关者参与规则的建立、用能产品生产者参与的前置和责任的强化、销售商责任加强以及公众的全过程监督机制的建立等几个方面来实现能效标准标识制度的多元主体的共同治理。

This paper analyzes the interests of different stakeholders and their relationships on the perspective of stakeholder theory, thereby holding that we should improve the system by establishing the rules that make government to guide stakeholders involved in the system, advancing the participation of producers in the development of standards, enhancing the responsibility of the vendors and making the public oversight in the whole process of the system.
