分析了近年来上海社会公众以热线电话、督查员队伍等形式参与城市基础设施领域管理的现状,并为完善现有沟通渠道,确立社会公众参与城市管理长效机制,提高本市精神文明水平提出对策。

The paper analyzes the present status of Shanghai civilian's participating in the manage ment of the municipal infrastructure by hot line communication and by inspector teams, and proposes some countermeasures to perfect present communication channels by establishing an effective system for the public to take part in municipal management and promote the city's spiritual civilization level.
