摘要 按照"按需设岗、公开招聘、竞争择优、合同管理"的原则,不断深化高校教师聘任制度改革,全面推行教师岗位分类管理和公开招聘制度,建立以竞争、流动为核心的人事管理和鼓励持续创新的激励机制,建立政府指导、高校自主分配的能鼓励人才创新、激励有效、竞争有序、科学公平、调控合理的现代高校薪酬制度。以现代薪酬理论为指导,以岗位绩效工资为主、货币化福利为辅,建立以岗位工资、绩效工资为基本结构的岗位绩效工资制度,以社会保险与补充福利相结合的货币化福利制度。 On the principle of setting posts according to necessity, having a fair recruitment, competitive selection and contract management, and by means of continuous deepening reformation of appointment systems for educators in universities and implementation of post classification and fair recruitment, we set up the personnel management that takes competition and flow of the talented people as a core and the incentive mechanism that encourages continuous innovation and set up a modern paying system for higher education institution that owns such characteristics as being effectively encouraging, orderly competitive, scientific and fair with governmental guidance, reasonable regulation and free distribution by universities. Guided by the modern theory of payment and relying mainly on the post salary while the monetized welfare subsidiary, a paying system composed of post salary and performance payment and a monetized welfare system comprised of social insurance and supplementary welfare are advised to be established.
