山东省水产技术推广机构指导渔业合作经济组织开展公共服务的探索

The research on Public service development of Fisheries Cooperative economic organizations Under the guidance of Fisheries technology promotion agencies of Shandong Province

发展渔农村合作经济组织,提高渔民组织化程度,实现千家万户小生产与社会化大市场之间的对接,通过合作互助来降低生产交易成本,提高渔业生产规模与效益,对于增加渔民收入、发展现代渔业、建设社会主义新农村具有重要意义。当前,国家高度重视合作经济组织发展,如何在新形势下,指导并联合各类渔业合作经济组织开展公益性技术服务,是当前水产技术推广体系改革与建设的一项重要任务。本文从山东省渔业合作经济组织的发展现状、水产技术推广机构加强对渔业合作经济组织的指导与联合,多途径提升公共服务能力和效率的角度,对有关问题进行了研究探索。提出积极发挥国家水产技术推广机构的主导作用,指导渔业合作经济组织开展公共服务,"一主多元"水产技术推广新机制新模式的意见和建议。

Developing the Fishery（agricultural） cooperative economic organizations, improving the degree of fisher- men＇s organizations , achieving docking between the thousands of families of small producers and the social mar- ket , reducing production and transaction costs through cooperation and mutual assistance, and Improving fisher- ies production scale and efficiency, have the important meaning to increasing the income of fishermen , the devel- opment of modern fisheries ,and building a new socialist countryside. At present, the state attaches great impor- tance to the development of cooperative economic organizations. Under the new situation, how to guide and joint all kinds of fishing cooperation economic organizations in public welfare technical service is an important task for reforming and constructing the current aquaculture technology promotion system. A useful exploration of the is- sues involved in this paper including the development status of the fisheries cooperative economic organizations in Shandong Province, the fisheries technology promotion agencies to strengthen guidance and joint fishery coopera- tive economic organizations and the multiple ways to improve the public service capacity and efficiency of the fish- ery technology promotion agencies. This article presents some opinions and suggestions about how to play an ac- tive leading role of the fisheries technology promotion agencies, to guide fisheries cooperative economic organiza- tions in the public service, and to promote the ＂importance and diversification＂ of new mechanism and new pat- tern of aquatic product technology.
