基于育人目标的高校学生资助管理体系研究

Research on Administration System of Financial Aid for University Students: A Prospective of Education

随着国家财政投入的逐年增加,新的资助政策体系有效地保障了家庭经济困难学生接受高等教育的机会。由于缺少对学生经济状况进行准确认定的有效办法,无偿"输血式"的资助方式导致资助政策的"造血"功能不足,资助工作效率与财政投入增长速度不对称。基于提高资助工作效率和增强高校资助管理工作育人效果的目的,分析了现行资助政策体系存在的问题,提出了构建基于育人目标的高校学生资助管理体系的设想。

The national financial aid system effectively helps the poor students have an opportunity to re- ceive higher education. However, due to the lack of effective approaches to precisely identify the financial- ly strapped students, the current financial aid system results in the inefficiency of the financial aid input. Upon analysis of the problems of the financial aid policy, the paper deals with the efficiency of the policy and the educational purpose of university management and proposes educational concepts on building a fi- nancial aid administration system in universities.
