县域金融发展存在的问题与对策——以山东省章丘市为例

On Problems in County Finance Development and Countermeasures——A Case Study of Zhangqiu in Shandong Province

县域金融在支持县域经济发展中起着举足轻重的作用。目前,章丘市县域金融发展态势良好,呈现出金融组织体系不断完善、金融生态环境不断优化、金融产品创新针对性与有效性增强、金融支持经济转调成效明显的特点,但信贷投入相对不足,资金外流现象严重;储蓄与投资的转化率较低,金融支持县域经济力度偏弱;中小微企业和"三农"融资难仍普遍存在;直接融资比重偏低,融资渠道单一等问题仍比较突出。其原因是金融机构服务存在功能性障碍;信用担保机制缺失;产品和服务创新不足;信贷风险管控下,责权利不对称导致信贷动力不足;社会信用环境有待改进等。因此,应大力推进社会信用体系建设,筑牢县域金融生态环境基础;加大县域信贷投入,增强县域金融与经济发展的动力;促进金融服务和产品创新,增强县域金融与经济发展活力;加大县域金融发展的政策支持,推动县域金融与经济协调发展。

County finance plays a pivotal role in the development of county economy. Now county finance in Zhangqiu City is well-development and has showed the following characteristics as constantly improving financial organization system, increasingly optimizing financial ecological environment, strong relevance and effectiveness of financial products innovation and enhanced effectiveness of financial support for economic transference and adjustment. Despite the above achievements, there still exist a lot of problems including relative inadequacy of credit, serious outflow of capital, low conversion rate of savings and investment, weak financial support of finance for county economy, prevalence of financing difficulties of small, medium and micro enterprises and “ three agriculture”, low proportion of direct financing and excessive singleness of financing channels. The reasons are as follows ： functional barriers in financial institution, lack of credit guarantee mechanism, inadequacy of product and service innovation, low credit risk management and control ability, lack of credit motivation resulting from asymmetric responsibilities, rights and interests, and imperfect social credit environment. Therefore, we should vigorously promote the construction of social credit system to build a strong basis of county financial environment, increase county credit to enhance the driving force of county finance and economic development, promote financial services and product innovation to enhance the vitality of county finance and economic development, increase policy support for county finance development to promote the coordinated development of county finance and economy.
