This paper describes the decision-making in safety production risk management should consider the risk preference thoughts of the decision-maker; based on the analysis of basic principles of the utility theory, and according to the expected loss utility value, it puts forward the methods and steps of applying the utility theory to carry out safe production risk manage- ment, and gives an application example, which have significance of guidance and practicability.
