建立健全防范利益冲突机制之我见

近年来随着我国民主法治的发展,党风廉政建设有了较大进步,但是腐败并未得到根本性的遏制。根源之一在于社会治理过程中官员利益角色的困境,即公共人与个体人的角色冲突。在无相应制度约束的情况下,官员极易做出权力寻租的行为。因此,在建设有中国特色社会主义市场经济体制的进程中,必须从完善"三公领域"市场运行机制、健全权力运行制约与监督机制、规范党政领导干部的从政行为等三个方面着手,建立健全科学的防范利益冲突的机制。

One of the root cause is be- ing in the public power operation process, the officials represent the public interests and personal interests, but the roles often contradictory conflict. When corresponding institutional constraints existence, officials easily choose power rent - seeking behavior. In the construction of socialism market economy system, must improve from the as- pects of perfect ＂ three field＂ market operating mechanism, improve the power restriction and supervision mecha- nism, the standard of the communist party and political behavior, then establish the scientific precautionary conflict of interest mechanism.
