摘要
从政策执行个体的视角分析,政策执行是一种演进的行为模式为特征的个体行动。政策执行过程中基层官员会根据实际情况和自身的理解重新"制定政策",其中最直接的体现是政策目标。通过对开和县中小学布局调整政策执行的调查分析,研究将基层官员政策目标再制定大致分为三种类型:简化目标、量化目标和附加目标。
From the perspective of the individual,policy implementation is the individual action which characterized by an evolutionary pattern.The bureaucracy will re-enact policy according to the actual situation and their understanding of the policy.Based on the survey on the policy of the layout adjustment of the elementary school,the bureaucracy's re-enacting can be divided into three types: simplifying,quantifying and appending objectives of the policy.
