转型期消极腐败的概念、成因、危害及对策的探析

Analysis of the Concept,Causes,Hazards of Passive Corruption in Transitional Period and Countermeasures

消极腐败是由于转型期的社会道德规范失灵,官员的三观(世界观、人生观和价值观)扭曲以及社会"潜规则"的盛行,法律体制不健全,行政决策失范,监管体制不利等方面因素所引发的。它损害党的形象,影响党的执政地位,制约经济发展,并且也是其它执政风险产生的根源。应从加强社会道德规范建设,约束官员行为,加强官员修养教育,遏制社会"潜规则",加强法律体制建设,完善监督机制,以消除消极腐现象。

Passive corruption is triggered by such factors as the failure of the transition of social ethics, the distorted officials outlooks （outlook on world, life and values）, the prevalence of the social ＂hidden rules＂, the imperfect legal system, administrative decision-making anomie, regulatory regime and other aspects. It damages the image of the Party,the Party＇s ruling position, restricting the development of economy, and becomes the root of other ruling risks. Therefore, we should strengthen the construction of social ethics and constrain officials＂ conducts, enhance officials＂ cultivation so as to curb the social ＂hidden rules＂ , improve the legal institution-building and the supervision mechanism with a hope to eliminate the passive corruption.
