摘要
随着广东省公共科技服务能力的不断提升,广东省农业公共科技人力资源管理得到了极大提高,是促进全省农业产业发展的强有力的技术支撑。人力资源是科技创新的重要力量,因此提高农业公共科技人力资源管理水平对加快发展广东省农业产业步伐具有重要意义。然而,广东省农业公共科技人力资源管理存在人力资源管理理念落后、竞争激励机制乏力、绩效考核机制不科学和人力资源深层次开发不够等问题。为了广东省农业公共科技人员能够充分发挥潜能,提高科研效率,需要树立以人为本的人力资源管理新理念、建立健全的竞争激励机制、制定与实际相适应的绩效考核机制以及完善的培训体系。
With the development of the public science and technology service capabilities in Guangdong,the public agricultural science and technology human resource management in Guangdong has been greatly improved,which has become the powerful point to promote the development of agricultural industry.Human resource is an important force in the innovation of science and technology,thus it's significant for the development of Guangdong's agriculture industry to improve the agricultural public science and technology human resource management's level.However,there are many problems of agricultural public science and technology human resource management in Guangdong,such as the poor human resource management concepts,the weak competition and incentive mechanism,the unscientific performance evaluation system and the insufficient human resource exploitation.In order to give full play to potential of the personnel of Guangdong's agricultural public science and technology,and improve the efficiency of scientific research,it is necessary to establish a new concept of people-oriented human resource management,to found a sound competition and incentive mechanism,and to set up a realistic performance evaluation system,as well as a complete training system.
