摘要
农业是碳排放的重点部门之一。加强对农业碳排放的统计和监测,对科学制定农业碳减排政策、履行国际碳减排承诺具有重要意义。采用生命周期法和系数法,从碳排放和碳中和两方面对农业碳排放测度问题进行积极探索,初步构建了城市农业碳排放信息统计及监测体系,并以保定市为例进行个案分析。结果表明:保定市农业碳排放主要集中在化肥、农机耗油;碳中和主要集中在秸秆还田及混施有机肥,这将为政府制定碳减排政策提供重要启示。
Agriculture is one of the key sectors of the carbon emissions.Strengthening the statistics and monitoring of agricultural carbon emissions is of great significance to develop scientific agriculture carbon emission reduction policies and to fulfill its international carbon reduction commitment.The life cycle approach and the coefficient method were used to explore the agricultural carbon emissions measurement issues from the carbon emissions and carbon sinks.Finally,a statistics and monitoring system for agricultural carbon emissions is built.Then Baoding city was selected as a case to analyze.The results showed that Baoding agricultural carbon emissions were mainly concentrated in the fertilizer and agricultural fuel;carbon sinks were mainly concentrated in the straw and mixed organic fertilizer,this will provide important inspiration for government to develop carbon emission reduction policies
