How to implement and optimize the handoff between heterogeneous networks is a basic requirement of the convergence of different access technologies. It is also the necessary request of the development of the Wireless Mo- bile Intemet. This paper introduces IEEE 802.21 draft and proposes a use of the protocol in the handoff between heterogeneous networks. Finally, the effect of the use is analyzed by a experiment.
