我国乡镇债务问题研究述评

A REVIEW OF RESEARCH ON CHINA ' S TOWNSHIP DEBT PROBLEMS

近年来乡镇债务问题逐渐引起了学术界的关注。笔者在系统梳理学术界研究成果的基础上,从乡镇债务的概念、现状、特征、成因、对策等方面对乡镇债务的研究情况进行了述评。认为我国乡镇债务研究取得了较大的成绩,但存在着诸如学科视野局限、研究成果深度不够、整体研究与可操作性实证研究较弱等问题,还有乡镇债务的预警、乡镇改革对乡镇债务的影响、乡镇债务与新农村建设的关系、乡镇债务的正功能等有待进一步拓展的研究空间。

In recent years,the township debt problem gradually caused the attention of the academic circles. Based on the systematic academic research results, this paper has reviewed the township debt problem from the township debt concept, status, characteristics, causes and countermeasures. We think our country＇s township debt problems have made great achievements, but there are limitations such as interdisciplinary perspective, inadequate research depth, therefore the overall research and empirical study on maneuverability is weaker, the warning of the township debt problem, the effect of Township Reform, the relations between debt of villages and towns and the construction of new countryside, the function of the problem should be studied further.
