浅谈水电工程招标阶段施工组织设计

Construction organization design in bidding phase of hydropower project

目前国内水电工程在招标阶段开展施工组织设计研究工作尚不多见,特别是由业主组织建设管理、设计、监理单位开展的施工组织设计研究更属于探索性工作。根据业主在招标阶段技术管理工作的主要任务,对开展招标阶段施工组织设计的目的、依据和主要工作内容进行了阐述,并就业主组织有关方面开展招标阶段施工组织设计的做法和意义进行了分析。分析认为:开展这项工作,可进一步深化、细化施工组织设计方案,优化工程施工布置及施工总工期;进一步加深建设管理单位和监理单位对工程设计和施工的认识;进一步促进各枢纽建筑物招标设计工作的深化和细化。

The study on construction organization design in bidding phase of current hydropower projects in China is still rare, in particular, the construction organization design by management, design and supervision units presided by owner. According to the main tasks of technical management, the purpose, the basis and the main work of construction organization design in the bid- ding phase are described. Meanwhile, the practice and significance of the construction organization design in the bidding phase presided by owner are also analyzed. The results show that the organization design in the bidding phase can further deepen or op- timize the construction organization, the layout of construction and total construction period, improve the owner and supervisor~ understanding on the engineering design and construction, deepen and refine the bidding design of each hydraulic structure.
