水电建设工程投资控制具有全过程性、全员性和复杂性等特点。分析了投资控制的影响因素和当前投资控制存在的问题,提出投资控制应从投资决策阶段、初设和招标阶段、技施和工程实施阶段以及竣工验收等各阶段入手,充分发挥建设单位管理的主导作用,协调设计、监理、施工及地方政府等各方面关系,实行目标管理,才能达到投资控制的目标。对类似工程的投资控制管理有参考作用。

Investment control of hydropower project has the characteristics of whole process, whole staff and complexity. The influencing factors and problems in the current investment control are analyzed, the proposal that the investment control should be considered from the aspects of investment decision - making stage, preliminary design and bidding stage, implementation stage as well as various stages of completion and acceptance is presented. As a result, it gives full play to the leading management role of the construction unit, coordinate the relationships of design, supervision, construction units and local govermnent, and implement the objective management in order to achieve the goal of investment control.
