摘要
"团体格局"中农村卫生人力资源配置的制度安排、政策要求都要在村落"差序格局"的场景中运行。农村改革以及卫生改革使得国家行政权力和卫生管理体制均悬置于乡镇一级,带来了村级卫生管理的"末端失灵",同时增加了"差序格局"的影响。目前的村级卫生人力资源配置方案制定时,未能充分考虑"团体格局"与"差序格局"变化的现实,导致"团体格局"中的设计在"差序格局"中落地时出现了一系列不兼容问题,对村级卫生人力资源的合理配置造成了不利影响。
The institutional arrangements, and policy requirements in the allocation of rural health human re- sources based on "group structure pattern" are asked to operated in villages of 'difference sequence pattern". With the rural reform and health reform in China, the state~ administrative power and the health management system sus- pend at towns level, which results in the invalidation of rural health management, and enhances the influence of " difference sequence pattern". The present allocation of rural health human resources fail to take full account of this change of both patterns, thus leading to a series of incompatibility issues, and restricting the rational allocation of rural health human resource.
