山东省县域科技管理能力基本状况研究——以菏泽市县域为例

Research on The Basic Situation of The Capacity of County Scientific and Technological Management in Shandong Province——Taking County in Heze City as an Example

以菏泽市县域为例,从科技决策能力、科技执行能力、科技协调能力、科技引导能力、科技组织能力、科技影响能力等六大组成元素入手,对山东省县域科技管理能力现状全面、系统地展开了论述分析,得出结论:当前县域科技管理能力已经不能适应科技发展形势和经济社会发展的迫切需要,亟待提高,以促进县域经济社会跨越发展,不断加快创新型国家和小康社会全面建设进程。

Taking County in Heze City as an example, from the scientific and technological decision-making capacity, scientific and technological executive capacity, scientific and technological coordinated capacity , scientific and technological leading capacity, scientific and technological organizational capacity, scientific and technological influential capacity of the six major elements of Coun- ty science and technology management capacity in Shandong Province, comprehensive and systemative to launch the analysis, then draw the conclusion that the current County science and technology management capabilities already can not adapt to the develop- ment of science and technology situation and economic and social development of the urgent need, needs to be improved, in order to promote county＇s economy and society to develop by strides, continually to accelerate the process of comprehensive construction of the innovative country and Well-off society.
