战略情景转变下中国创新政策主体合作结构演进实证

An Empirical Study on the Cooperative Structure Evolution of China's Innovation Policymakers Under the Background of Strategic Scene Change

本研究通过1980—2005年颁布的287项政策及2006—2008年间为了实施《国家中长期科学和技术发展规划纲要(2006—2020年)》(简称"中长期规划")制定的79项促进自主创新政策主体结构的分析,阐明在不同的战略情景下中国创新政策主体合作结构的演进过程.研究结果表明:随着创新战略的转变,中国创新政策主体正逐渐脱离单一机构制订模式,多机构合作出台政策的数量在显著增加,创新政策出台更具有系统性和一致性,组织机构之间的协调性增强.

It tries to understand the cooperative structure evolution of innovation policymakers, through a quantitative a- nalysis of 287 policies issued by China＇s central government institutions from 1980 to 2005 and of 79 policies introduced from 2006 to 2008 to implement ＂The Medium and Long-Term Plan for the Development of Science and Technology （MLP） （2006--2020）＂. The result shows that, with the change of innovation strategic scene, there has been a gradu- al departure from the pattern in which innovation policies are formulated by one single government institution; there are more systematic and consistent cooperation under the process of making policy ; the harmony is enhancing between institutions.
