基于面向能效提升目标的终端电价方案比较研究 被引量:4

摘要 介绍了国内外已有的5种终端电价方案,对比分析了其优点、成本问题及方案设计要素。针对我国现行电价体系的发展现状及存在问题,基于我国智能电网发展现状和阶梯电价实施情况,提出了EOR方案的设计原则。基于此原则,提出了不同EOR电价交叉设计方案。研究结果表明,交叉设计的EOR方案对促进电力企业节能减排,引导用户提升能效意义重大,研究结果也可为我国电价机制改革提供政策建议。 With the strategic deployment of adjusting energy structure and promoting energy conservation in the twelfth five-year,the design of terminal rate program is required to guide users to improve energy efficiency.This paper analyzes the domestic and international five terminal rate programs comparatively,and analyzes their advantages,costs and key design elements.According to the development status and problems of current electricity system and smart grid,as well as the implementation of ladder price in China,this paper proposes the design principles of EOR programs.Based on these principles,this paper focuses on designing overlap EOR programs.The results shows that overlap EOR programs are of great significance to promote energy saving and induce users improving energy efficiency, as well as providing policy recommendations for price mechanism reform of China.
