摘要
随着我国电力市场的快速发展,作为电力系统重要成分之一的备用辅助服务仍有一系列问题亟待解决,如备用辅助服务的市场组织、指标量化和费用结算等。如何运用经济手段来运行备用辅助服务市场成为重中之重。基于此,在竞争电力市场环境下对备用辅助服务市场的实时运行设计方法和交易决策机制进行了系统研究和量化分析。首先,基于备用辅助服务市场与传统能量市场结算的分离,建立独立于能量市场的备用辅助服务市场结算模型和报价体系。此外,考虑完全竞争市场和不完全竞争市场,结合CIGRE32母线测试系统进行了情景模拟,进而检验正常和紧急状况下备用辅助服务市场结算模式和合同计划的适用性和合理性。
With the rapid development of China's electricity market, reserve ancillary service, as an important part of electricity/flarket, is not perfect in China at present, and several related problems are needed to be settled, such as market organization, index quantification and cost settlement. Therefore, spinning ancillary services market by eco- nomic means is the key problem. This paper makes systematic study and quantitative analysis of the real-time opera- tion design approaches and trade decision-making mechanism about spinning ancillary services in the context of com- petitive power market. Firstly, based on the settlement separation between reserve ancillary service market and tradi- tional energy market, the market settlement model and quotation system of reserve ancillary services were established to be independent of energy market. Moreover, considering the difference between perfect competitive market and im- perfect competitive market, this research made simulation in combination with CIGRE 32-bus test system, aiming to test the applicability and reasonableness of the market settlement model and contract plans of spinning ancillary serv- ices in both normal and emergent situation.
