浅析云南省九大高原湖泊水污染林业生态治理

Forestry Ecological Governance in Nine Plateau Lakes Pollution of Yunnan Province

云南省九湖治理涉及领域多,"十一五"期间云南省加大了治理资金的投入,共投入治污资金204亿元。九湖水污染综合防治离不开林业生态工程建设项目的实施。文中阐明九湖水污染林业生态治理是社会发展的需要,也是"森林云南"建设、水源涵养和生态文明建设的需要。分析九湖治理中林业部分存在着造林、投资和管理难度大等问题。提出争取独立建设项目,探索新的建设模式,健全管理机制等林业生态建设综合治理对策。

Nine plateau lake pollution controlling related to many fields in Yunnan province, government increased capital investment up to 20.4 billion Yuan during ＂Eleventh Five-Year＂ period. Nine plateau lake pollution controlling could not accomplish without forestry ecological governance that not only was the needs of social development but also was the needs of water conservation and ecological civilization. Problems of nine plateau lake pollution controlling such as afforestation, investment and management have been analyzed, and forestry ecological construction integrated countermeasures also been proposed to fight for an independent construction projects, explore new mode of construction, improve the management mechanism.
