西部贫困山区农民工返乡创业,由当年的"孔雀东南飞"变成了今天的"凤还巢",缓解了家乡的就业压力,推动了农民增收和家乡经济的发展。一定要因势利导,加大宣传力度,转变政府职能,完善财政投入机制,搭建服务平台,优化创业环境,努力提升农民工的创业能力,为新农村建设注入新的活力。

Western-China farmers once going to south-eastern China ＂as peacock＂ now returned home ＂as phoenix＂. Their going back home to start undertakings can reduce job pressure of their hometown and promote economic development of the native place. This should be adroitly guided and publicized. As for local goveruments they should switch their leading role to service role, accomplish the mechanism for financial investment, build up service organ, optimize the environment for investment, and, what＇s more, try all means to improve the farmers＇ ability to start undertaking so as to empty new forces in the construction of the new country towns.
