我国基层政府化解社会矛盾的范式困境与出路

化解社会矛盾、维护社会稳定是当前地方政府的重大政治任务。面对大量的社会矛盾,地方政府存在一些认识上的误区,采用运动式治理,追求刚性稳定,呈现非规则化倾向,导致化解社会矛盾纠纷的方式、目标和重心异化,形成一种"越维稳越不稳"、"越化解矛盾越多"的怪圈。法律的信任危机、网络媒体的过分渲染、政府信息公开不力、政绩考核功能的异化、问责制的信用危机、公众的法律意识淡薄是陷入这种困局的主要原因。培育法治思维、完善干部政绩考核机制、完善权力监督与制约机制、形成社会矛盾多元化解新格局、引导群众依法理性表达诉求是构建化解社会矛盾新范式的理性化选择。

Resolving social contradictions and maintaining social stability are a major political task of the current local government. Faced with a large number of social contradictions, there are some knowledge of the errors in the local government, Using of sports governance, pursuing rigid stability, reflecting tendency of non-regularization,leading to alienation of resolving social conflicts, focusing on the goals, and forming the cycle of ＂the more the maintenance of stability ,the more instability＂, the more resolve ,the more contradic- tions ＂. The main reason are the law of the crisis of confidence, network media exaggerated, government publicly ineffective information, the alienation of the performance evaluation function, the credit crisis of accountability system and the public＇s legal awareness. Rational choices are to foster the rule of law thinking, improve the performance of officials, strengthen the powers of supervision and restriction mechanism, form the new pattern of diversified solutions about resolving social contradictions, and guiding the masses in accordance with the law rational to express their demands, thus building a new paradigm of resolving social conflicts.
