为促进国有林区的可持续发展,从2006年开始,伊春作为国有林权改革的试点地区,率先进行了国有林地流转。通过建立评价指标体系,对伊春林地流转前后的成效进行对比分析,得出伊春林地流转过程取得了良好的经济、生态和社会效益,为国有林地的产权流转积累了重要经验。
