潘口水电站工程建设实行"三控制、两管理、一协调"的施工监理制度。对施工进度实施动态控制,对关键线路的工期实施重点控制;对施工质量实行事前、事中、事后全过程控制,重视事前与事中控制;对工程投资,严格按合同文件执行,力求做到支付准确、工程变更和索赔处理及时且客观公正。工程建设始终处于目标明确,资金到位,管理规范,措施得力,控制有度的状态。详细介绍了监理过程的实际作法,并对监理实践经验进行了总结。

The construction and supervision system of ＂3 controls, 2 manages and 1coordinate＂ is carried out during the engi- neering supervision of Pankou Hydropower Station. We took key monitoring and control for critical path and conducted dynamic control for construction progress. In the quality control, beforehand, in the event and afterwards controls were adopted, especially the beforehand and in the event controls were focused. For the construction investment, the contract was implemented strictly to meet the requirements of accurate payment, timely and impartial claim treatment for engineering change. The project construction is always in a state of definite goal, adequate fund, standardized regulation and effective measures. The practical operation meth- od is introduced in detail.
