浅谈移民监督评估在潘口水电站建设中的作用

潘口水电站建设征地补偿和移民安置实行全过程监督评估,这在汉江堵河流域已建水电站中是首例。针对电站建设时间紧、任务重、要求高、难度大、移民搬迁人数众多,以及项目投资构成的市场多元化等复杂性难题,监督评估机构以科学发展观为指导,坚持依法依规、公正公平、科学求实的原则,开展新形势下移民监督评估工作创新与实践,提出了大量合理化建议和意见。实行新的移民监督评估机制促进了移民安置任务的圆满完成,得到了库区移民、业主、省市县地方各级政府的高度认可。

The practices of supervision and evaluation on land acquisition compensation and resettlement is carried out in the entire process of resettlement of Pankou Hydropower Station, which is the first case of hydropower stations built in Duhe River Ba- sin of Hubei Province. The resettlement of Pankou Hydropower station is characterized by tight period, heavy task, high demand and great difficulty, large number of relocates as well as diversified investment. Guided by scientific development view and in the principle of laws and regulations, fairness, scientific objectivity, the practice and innovation of supervision and evaluation in new period is developed and plenty of reasonable suggestions are proposed. The successful completion of the resettlement task is real- ized by carrying out the new supervision and evaluation mechanism.
