The historical data of the research on elementary education of Huaihe river basin in Anhui Province in 1927--1937 are detailed collected; and the development of primary education of Huaihe river basin in Anhui Province in 1927--1937 is analyzed objectively. It is considered that, the elementary education of Huaihe river basin in Anhui Province has developed in 1927--1937, but the speed was slow, the reasons were as follows： the education funding constraints lead to the teaching scale is difficult to expand, low-quality teachers, frequent natural disasters and chaotic social environment.
