高校产业技术研究院的网络交流机制

Network Communication Mechanmism of the Industrial Technology Research Institutes in the Yangtze River Delta Region

论文借鉴马斯洛需要层次说等理论,把政产学合作共建产业技术研究院所需要的网络交流机制(或称政产学合作的动机)分成三种机制(或层次):物质交换、信息沟通、知识交流,并对应三种创新类型:消化吸收式创新、集成创新、原始创新。人才开发和利用应是政产学合作的核心任务,三种机制的有效运行需依靠人才,也是为了促进人才能力的释放和提升。基于对长三角地区多所高校产业技术研究院的实地调研,论文阐述三种交流机制的概况并提出相应的政策建议,呼吁政产学合作的重心应从物质交换层次转向知识交流层次、人才培育和开发上来。

Based on the survey of the industrial research institutes in the Yangtze River Delta,which are established by local governments and research universities,the exchange mechanisms needed by the government-university-industry collaboration can be divided into three levels： material exchange,information communication,and knowledge communication.These three levels correspond to three types of innovation： re-innovation,integrated innovation,and the original innovation.Human resource development is the key issue to regional innovation.The three exchange mechanisms rely on the talents,and the effective operation of the three mechanisms is to promote talents＇ creativity.Therefore,government-university-industry collaboration should focus on knowledge communication and human development,not lingering at the material exchange level.
