上饶市法院处理涉诉信访案件调研报告——从评查的视角

A Research Report on the Treatment of Petition Relating to Suit in Shangrao People's Court——from the angle of verification

涉诉信访是目前困扰法院工作、影响社会稳定的难题之一。其成因具有多元性,包含社会、司法机关、信访人等多重因素。我市法院在涉诉信访工作中面临考评压力大、司法能力欠缺、裁决的既判力面临挑战等困境。解决涉诉信访问题是一项系统工程,需要从提升法官素质、完善案件审理机制、启动涉诉信访诉讼化改造、强化社会综合治理以及建立解决网络时代涉诉信访问题新平台等方面着手,合力解决。

The petition relating to suit is one of the problems puzzling the work of people＇s Court and affecting the social stability currently. It has diverse causes including multiple factors such as the society, the judiciary and the petitioner. In the work of litiga- tion- involved complaint letters and visits, Shangrao People＇ s Court faces challenges such as evaluation pressures lack of judicial capacity, the ruling of judicator and so on. Resolving the problem of petition is a system project,needs to proceed through multiple resolutions： enhance the quality of judges, perfect trial mechanisms implement litigation reform on petition, strengthen social integrat-ed governance and build new platform to solve the problem of petition in the network times.
