我国国债市场自 1 988年开放以来 ,经过十多年的发展过程 ,目前已初具雏形。但是 ,由于我国的国债市场不是自下而上自发形成 ,而是由政府自上而下设立 ,这就不可避免地存在着许多问题和矛盾 ,因而完善国债市场就是当前迫切需要解决的问题。首先 ,必须深入分析完善我国国债市场的重要意义 ;其次 ,进一步阐明完善我国国债市场的基本思路。这些思路包括推动发行市场化、完善交易方式、积极发展机构投资者以及健全监管体制。

These ideas involve promoting market oriented issue system, perfecting exchange manners. developing largescale investment and strengthening market monitoring system.
