The paper analyzes the advantages and disadvantages of the open shelf book borrowing and enumerates the practical situations about the open shelf book borrowing in middle and small sized libraries of institutions of higher learning. And then it points out that the combination of open and close shelf book borrowing can be accepted by most of the libraries.
