我国学生贷款补贴的政策学习:政策文本分析的视角

A Study of Student Loan Subsidies Policy Study based on Policy Text Analysis

补贴政策作为一种政府主导的制度安排,在学生贷款的方案设计中占有重要的地位,也是政策学习的重点。对1999年以来政府发布的关于学生贷款补贴政策文本,就学生贷款补贴的政策背景、文本数量、参与部门、政策目标的演进、政策工具的演化等5个方面进行考察,以勾画出学生贷款补贴政策演进的历程。研究发现,"教训-吸取式"和"社会学习式"在学生贷款补贴政策学习中同时存在;政策学习促进了学生贷款补贴政策与其他政策领域的融合;学生贷款补贴政策体系不断完善,但政策学习还存在理念上的缺失;通过政策学习,学生贷款补贴政策创新是渐进式的,但也发生过政策范式变迁。

Subsidies policy as a government-led institutional arrangements has occupied an important position in the scheme design of student loans, which also is the focus of policy learning. This paper has collected the policy texts of student loans subsidies （SLS） issued by the government since 1999. The authors have reviewed five aspects of SLS policy, such as the initiating background of SLS, the quantitative distribution of SIS, the participating departments of SIS, the evolution of policy objectives and instruments of SIS in order to portray the process of SLS policy. This study found that ＂lessons learned-type＂ and ＂social learning-type＂ coexist in the policy learning of SIS, the policy learning has facilitated the integration between SIS policy and other policy areas. The idea of policy learning exists deficiency although the policy system of SIS has been continuously improved. Through policy learning, the innovation of SIS policy is incremental, but some changes have been made in the policy paradigm.
