摘要
2011年底,我国全面普及了九年义务教育,扫除了青壮年文盲。"两基"的成就,创造了我国教育发展历史的新高度,显著改变了中国教育的基本面貌。"两基"政策及其形成过程具有自身的特点,主要表现为:良好的社会氛围营造了"两基"推进的政策环境;完善、完整的政策体系保证了两基政策的有序落实;切实可行的政策方案确保了"两基"政策的科学推进;有序有效的政策执行推动了"两基"政策目标的全面实现;有效的监控、监督机制提高了"两基"政策落实的效率;及时有效的政策调整机制确保了"两基"总目标的实现。站在新的起点上,"两基"成果的巩固提高必要而重要",两基"政策需在调整的基础上拓展延伸。
By the end of 2011, in China nine-year compulsory education had been universally popularized and illiteracy among young people and people in their prime of life had been eliminated, which reached a new height in the history of Chinese education development, and improved dramatically the situation of Chinese education. The two policies and their formation have their own characteristics, which are mainly as follows: the good social atmosphere created the environment for the promotion of the policies; a perfect and complete policy system guaranteed the orderly implementation of the policies; workable policy plans ensured the scientific advancement of the policies; the orderly and effective implementation of policies promoted the overall attainment of the policy objectives; the effective monitoring and supervision improved the efficiency of carrying out the policies; the prompt and effective policy adjustment mechanism ensured the achievement of the overall goal. Standing at the new starting point, it is necessary and important to consolidate the results of implementing the policies which need to be expanded on the basis of adjustment.
