农村生态系统工业化及其可持续发展对策研究

Research on Industrialization of Rural Ecosystems and Its Counterpart Sustainable Development Strategies

随着区域社会生产力的提高 ,自然 -社会 -经济复合生态系统结构和功能的优化 ,发展乡村工业 ,加速乡村工业化进程 ,是提高农村生态系统生产力 ,使农村剩余劳动力充分就业的必由之路。本文以江都农药厂为案例 ,运用费用 -效益分析方法 ,探讨了乡镇工业发展优先策略 ,分析了农村生态系统中乡村工业的概念、特征及其发展过程中存在的生态环境问题 ,指出科学合理规划 ,完善市场竞争机制 ,科学审计和核算生态环境资产 ,实行环保和优惠政策相结合是推进农村工业化发展的重要内容。

With the improvement of regional social productivity and the optimization of the structure and function of natural social economic complex ecosystems, it is key and essential policies to development rural industry and accelerate rural industrialization so as to greatly enhance employment rate of rural surplus labor force The paper makes an analysis of the concept of rural industrialization, features and its impact on eco environment Meanwhile by the cost benefit approach, a case study was conducted in Jiangdu Pesticide Factory for the preferential measures to be taken Finally the paper concludes that some strategies are essential to accelerate rural industrialization, which include reasonable planning of rural enterprise, perfect market competitive environment, scientific auditing methods of eco assets as well as the integration of environmental protection and preferential policies
