呼图壁河是新疆昌吉州境内第二大河流，水量丰沛。流域土地、光热资源丰富，灌溉农业发达，上、中游河段蕴藏着较丰富的水能资源，开发条件优越。充分发挥呼图壁河的地理优势，对流域水能资源进行科学、合理开发，使呼图壁河中、上游河段的水能资源得到充分利用，是解决乌昌地区和呼图壁县国民经济和社会发展用电的有效途径，对乌昌地区经济发展作用显著。

The Hutubi River is the second large rivers with abundant flow in Changji Prefecture of Xinjiang. There are rich resources of land, light and heat energy, and developed irrigation agriculture in the basin. The hydropower resources are abundant with superior condition of development in the upper and middle reaches. Bringing the location advantage into full play and making full use of the hydropower resources with scientific and reasonably development in the basin, it is an effeetive way to solve electricity consumption for socioeconomic development in Urmqi-Changji Area and Hutubi County, and has a remarkable effect on the economy development of the region.
