摘要
中央一号文件第一次把严格水资源管理作为加快转变经济发展方式的战略举措，明确了水资源管理“三条红线”，即用水总量控制、用水效率控制和水功能区限制纳污。依据中央一号文件精神，结合河北省确定的三条红线管理目标，提出了目前河北省落实三条红线管理的主要任务及具体措施。为河北省实现三条红线管理目标提供参考。
For the first time, the No. 1 document issued jointly by the Central Committee of CPC and the State Council in 2011 took the strictest water resources man agement as a strategic initiative for accelerating the transformation of the pattern of economic development, and made clear the three red lines for water resources management,i, e. a red line for total volume control of water conanmption, a red line for water efficiency control,a red line for limiting pollution load in water function zone Linking up the governing objectives of the three red lines in Hebei province on the basis of the No. 1 document,this essay proposes the currently major tasks and concrete measures to carry out the management of the three red lines in the province,which will provide a reference for realizing the goal of the management of the three red liner
