Budget estimate of China＇ s large-scale industrial projects in civil engineering design is one of the important foundations of the control of construction investment, the basis for the assessment of design and economic rationality and feasibility of construction program. This paper introduces and analyzes the key elements of the scientific basis and methods of budget estimate compilation and audit of the cement industry projects in civil engineering design estimates, pointing out that some worth noting estimating problems on how to improve the accuracy of civil construction design budget estimate for industrial projects, and improve the review process to ensure the quality of design estimates with scientific constructive comments.
