Green Economy:A New Vision for Forestry Development——On the Theoretical Rational and Policy Implements from New Green Economy for Ecology-Based Forestry and Livelihood-Based Forestry

摘要 “里约＋20”峰会的一个主题是在可持续发展和消除贫困背景下发展绿色经济，作为实现可持续发展的途径，而世界林业在向绿色经济过渡中具有基础地位和重要作用。本文回顾了国际可持续发展40年探索历史，评述了当前关于可持续发展和绿色经济的理论和思潮，分析了当前阶段绿色经济的安全性和包容性的新趋势，并研究提出新绿色经济对我国生态和民生林业建设的理论支持和政策启示。 “Rio ＋20”Summit focuses on green economy under the background of sustainable development and pov- erty eradication, as a way to achieve sustainable development. Meanwhile,global forestsoccupy a basic position and play an important role in the transition to green economy. This paper reviews the 40-year-exploration history of international sustainable development, reviews prevailing theories and thoughts on the sustainable development and the green economy, analyzes the current stage of the green economy with two characteristics of safety and inclusivi- ty, and explores and distinguishesthe theoretical rational and policy implementations from new green economy for advancing ecology-based forestry and livelihood-based forestry in China.
