摘要
自20世纪90年代中期以来,加拿大采用中央和地方相互配合,以分权为主的模式,逐步建立起完备的研究诚信体系。这套体系结合积极和消极两种取向来界定研究诚信,详细规定了调查研究不端行为的基本程序和负责主体,对揭发研究不端行为的检举人设计了一定的保护措施,同时也主张以培训和教育来提升各研究者的诚信意识。
Since mid-1990s,Canada has built a comprehensive system of research integrity with a decentralized approach where universities are the main responsible entities but also cooperate with tri-agencies. Such a system has the following characteristics: research integrity is defined with both positive and negative approach; procedures of investigation are stipulated in detail;the whistleblowers are protected in certain degree and trainings are designed to uplift researchers' consciousness of integrity.
