省级高标准基本农田建设重点区域划定方法研究——基于广东省的实证分析 被引量:71

摘要 研究目的:探讨省级高标准基本农田建设重点区域确定方法,为省级土地整治规划提供依据。研究方法:特尔斐法和因素成对比较法。研究结果:划定省级高标准基本农田建设重点区域的评价指标体系可以由4大因素(潜力、能力、财力、生态环境)、6大因子(耕地整治潜力、水土资源匹配程度、粮食生产政策、耕地连片程度、人均可支配财力、生态建设)构成。对广东省各县(市、区)的影响因子进行量化并计算,最终确定综合评价得分,并将得分较高的40个县(市、区)划作省级高标准基本农田建设重点区域。研究结论:有效量化高标准基本农田重点区域划定的影响因素,构建指标体系,可以使高标准基本农田重点建设区划定更科学合理,并有效指导省级高标准基本农田重点工程的确定。 The purpose of the paper is to explore the zoning method for the key areas of provincial high-standard basic farmland development, which can be the references to the provincial land comprehensive consolidation plan. The research methods are Delphi Method and Paired-factors Comparison. The result is that the zoning of key areas for high standard basic farmland development at provincial level consists of four elements (i.e., potential, ability, financial resources, and ecological environment), six factors (i.e., potential for arable land comprehensive consolidation, matching degree of soil and water resources, the grain production policy, even the extent of arable land contiguous, disposable financial resources per capita, ecological environment). According to the measurement of the impact factors, we ultimately determined the comprehensive evaluation score, and then selected 40 counties (districts), which scores are high, as the key areas for high-standard basic farmland development. The paper concludes that it is valuable for the key the farmland zoning to be more scientific and reasonable with the effective scoring of the factors and the establishment of the index system. Furthermore, it can also guide the effective zoning of the key projects of the high-standard basic farmlands at provincial level.
