海口市被征地农民基本养老保险制度在实施中存在的问题研究

Problems of Implementing the Basic Endowment Insurance System for Land-expropriated Peasants in Haikou City

研究目的:探究海南省海口市被征地农民基本养老保险制度在执行中存在的问题及原因,并提出完善的措施建议。研究方法:调查研究、实证分析法。研究结果:海南省海口市在征地时存在土地补偿费不足以支付基本养老费用、集体经济组织出于利益保护不愿为失地农民参保、失地农民迫于生活压力无力参保及不愿参保等诸多问题。研究结论:需要通过提高土地补偿标准、改革交费方式和期限等多种形式完善被征地农民基本养老保险制度。

The purpose of this paper is to explore the implementation difficulties of the basic endowment insurance for land-expropriated peasants in Haikou city, Hainan province. The methods include survey and empirical analysis. The results show that there are many problems during the land acquisition in Hainan province, such as the compensation of the land expropriation is not sufficient for peasants＇ endowment insurance; meanwhile, the rural collective organizations do not want to pay the insurance for land-expropriated peasants due to economic interests reasons; land-expropriated peasants have no ability and therefore are not willing to participate in the insurance system. It is concluded that we need to increase the land compensation standard, reform the way and the term of payment for the insurance in order to ameliorate the basic insurance system for the land-expropriated peasants.
