新型农村社会养老保险基础养老金补助方式分析

Ways for basic pension subsidy under new rural social endowment insurance system

中国新型农村社会养老保险基础养老金实行地区差别性补助政策,对中西部按中央确定的基础养老金标准给予全额补助,对东部给予50%的补助。差别性补助政策总体上是合理的,但是在基础养老金补助额度上将全国划分为东部和中西部两个部分,忽略了各地区内部的差异,划分宏观,影响了财政补助的地区公平性。通过各省(直辖市)新农保财政负担能力定量研究,提出了完善地区差别性补助的政策建议。

China has carried out the policy of providing different amounts of basic pension to different areas under the New Social Endowment Insurance System for Rural Residents. Citizens in the central and west China can receive the basic pension in full amount while those in the east 50% of the full amount according to the standards determined by the Central Committee of Chinese Communist Party. Generally： speaking, the policy of providing different amounts of basic pension to different areas is rea- sonable. But since the amounts of the basic pension differ only between the east, central and west ar- eas, the differences among all Chinese local areas have been neglected and such basic pension provi- sion method appears to be over-macroscopic, leading to regional injustice in the respect of financial aid provision. Through the quantitative research on the financial affordability of all Chinese provinces （mu- nicipalities directly under the Central Government） under the New Social Endowment Insurance System, suggestions are put forward to perfect the policy of providing different amounts of basic pension to dif- ferent areas in China.
