图书馆应以读者和用户的需求为导向 ,以满足读者需求为根本目的 ,以创造需求为主要手段来消除图书馆与读者之间的隔阂 ,克服图书馆资源利用的障碍 ,激发读者更多更有效地利用图书馆 ,从而达到获得良好的社会效益和经济效益的目标。

Taking the readers' information requirment as a guide of the library, meeting their needs as the basic purpose, and creating readers' information needs as the way to eliminate the estrangement from each other, library should remove the barrier of resource utilization and promote the readers to use its literature resources so as to achieve good and economic benefits.
