作为全国l7个公立医院改革联系试点城市之一，2011年10月1日，安徽省芜湖市8家市属医院实施药品零差率政策。同时，伴随着药剂科回归医院管理，芜湖市医疗机构药品管理中心脱离卫生局，成为市政府直属全额拨款事业单位，并更名为芜湖市药品医用耗材管理中心（下称“药管中心”）。至此，芜湖市“医药分开”改革正式进入第二阶段。

Based on the common calculation in the industry, the rewards that pharmaceutical companies return to hospitals and the profits that hospitals benefit from the medicine money account for about 20% of the total amount of medicine procurement. Now Wuhu government tries to give this part of money back to hospitals to reimburse the loss of implementing zero-drug-profit policy in hospitals.
